The serious problem facing the LED industry is that without quality, there is no way to evaluate quality. In October 2008, the National Lighting Appliance Standardization Technical Committee and the Ministry of Information Industry Semiconductor Lighting Technology Standards Working Group held a meeting to pass 12 LED national standard review drafts and 7 LED electronic industry standards for review, and are currently awaiting the approval process. Experts expect these standards to be introduced in 2009.

In the industry's eagerly awaiting the introduction of standards, in the "3.15" focus on product quality, the reporter interviewed the team leader of the Standardization Coordination Promotion Team, and comprehensively analyzed the standard issues that enterprises are most concerned about.

Reporter: It is generally believed that the 12 national LED national standard review drafts and the 7 LED electronic industry standard review drafts led by the National Lighting Standardization Technical Committee and the Ministry of Information Industry Semiconductor Lighting Technology Standards Working Group will be released this year. Director Chen: The specific time is not very good at present, I think it will be around the middle of the year.

Reporter: The development speed of LED is very fast. Relatively speaking, the standard has a long time from formulation to implementation, which makes the standard a little behind the development of the LED industry. Do you think there are any measures to reduce this time period?

Director: First of all, this time the industry feels that the standard work is relatively slow, because we have experienced a process from scratch. From 2003, when the country started the semiconductor lighting project, it began to plan the overall work of LED lighting. The Standardization Coordination Promotion Working Group established in 2007 is to coordinate the multi-party forces and plan the LED standardization work as a whole, so as not to do useless work. These basic tasks are very necessary, laying the foundation for future standardization and coordination, and this process from scratch will inevitably take time.

At the same time, the development of new standards, the indicators involved, the consideration of indicators, etc., need to be repeatedly discussed and widely consulted. Moreover, the industry lacks a reasonable evaluation method. Although the testing organization continuously improves the testing method by collecting data, the number of samples sent for inspection is small and the test data is relatively small, so the difficulty of evaluation is increased. Through the development of the industry, the gradual improvement of technical indicators and the accumulation of data, our standardization promotion work will be smoother and smoother. I believe that after the introduction of these standards, the basic framework of China's LED standards has basically taken shape. In the future, no matter the new standards or the revision of standards, the time required will be relatively short.

In addition, the method of launching the technical specification draft is also very desirable. The Alliance released the “Measurement Method for Integrated LED Street Lights” (audited draft) in August 2008. This technical specification draft specifies the test method for integral LED street lamps. Soliciting opinions from the industry and laying the foundation for the development of national standards for LED street lamps. If more technical drafts are paved for national standards, it will certainly ease the difficulty of national standards. Director :: The most convenient and convenient way is to participate in high-quality standard exchange activities or seminars. In addition to being able to understand the interpretation of the detailed indicators by experts who undertake standard projects, they can also consult experts on the issue of enterprise standards. This kind of communication within the industry is also very beneficial to improve the standardization promotion work.

Reporter: According to the website, there are two kinds of concerns about the upcoming national standards: Some people are worried that the industry will be reshuffled, and that nearly half of the enterprises will be eliminated; others are worried about the new standards for various performance indicators. The requirements are relatively low, may be lower than foreign standards, and eventually become a tool to protect the weak. How is this degree grasped during the development of standards?

Director 阮: This degree is really difficult to grasp. In fact, for the determination of each detail indicator, too much effort has been devoted to the standard commitment mechanism, and it has been repeatedly studied and revised. However, I think the industry should take a positive look at the upcoming national standard. The national standard cannot take into account the interests of all enterprises, but it serves the entire industry fundamentally and in the long run, so it is beneficial for all enterprises that are not self-sufficient and willing to innovate.

National standards are the common norms of the entire industry. First, it is based on consideration of long-term interests. Second, it can regulate the market and accelerate industrial development. Third, it encourages technological innovation. And are these three aspects not beneficial to every enterprise with sustainable development plans? I believe that entrepreneurs should do a good job at this time and do a good job in the overall and long-term planning of the company's development, and will not blindly worry.

Of course, it is not that our grasp of this degree is 100% correct. At present, the data is relatively small, and the standard work is not done overnight. It needs to be revised repeatedly. The Standardization Coordination Promotion Working Group also hopes to collect opinions from all parties. We will then reflect it to the relevant agencies such as the National Standards Committee.
