Ten City Wanhao Pilot City Work Plan Seminar Held

The conference specially invited experts from industry, research, manufacturing and application to make comments and improve the perfection of the program. Application data should be highlighted in all places. In order to improve efficiency, it is hoped that experts will focus on the shortcomings of the program, point out the problems and provide suggestions for improvement. It is hoped that through this seminar, we can formulate a reasonable and scientific plan for the pilot project of the pilot city of the Ten Cities and Ten Thousand Semiconductors Lighting Application Project, and rapidly improve the competitiveness of the industry and make due contributions to the development of the national economy.

Each province and city separately reported the pilot work plan that had been initially formulated, and the purpose, overall objectives, local existing industry and application base storage application mode, implementation plan, organizational safeguard measures and industrial chain of the ten cities and towns. According to the pilot work plan of each place, the expert group put forward the current common problems and suggestions for the next work:

1. It is necessary to scientifically and rigorously demonstrate the feasibility of the pilot program. Under the premise of meeting the lighting quality requirements, set the objectives of the demonstration project, and select the lighting products with mature technology and good energy-saving effect in the demonstration project. It is recommended to focus on the key technology R&D and common problems solved through engineering implementation, improve the localization rate of lighting application products and chips, and highlight the demonstration effect.

2. It is necessary to gradually carry out pilot and demonstration work steadily and formulate feasible quality supervision and inspection programs. In some pilot work programs, there is no clear monitoring and supervision mechanism. Due to the different foundations and conditions of local testing organizations, the testing methods are inconsistent with the basic standards and lack of authoritative testing reports. It is necessary to introduce inspection and acceptance specifications at the national level as soon as possible. The municipal lighting engineering projects in various places should be combined with the special lighting planning of the Ministry of Construction. The demonstration project is a system engineering and should be implemented in accordance with the engineering construction standards. Strict requirements for inspection qualifications and inspection personnel. The design, construction, supervision, and effects of the project shall be evaluated in detail and tendered in accordance with technical specifications.

3. The localities should be differentiated and developed, highlighting the characteristics. Through pilot work, we will focus on supporting leading brand enterprises with independent intellectual property rights. Local governments must have an open mind, strengthen exchanges between regions, and avoid local protectionism. Local governments should not pursue small and complete, blindly building a complete industrial chain. Pay attention to the market-oriented, application-driven development, and deal with the relationship between the local economic development and the improvement of the country's overall industrial level and reasonable industrial layout.

4. The operating mode is relatively simple. In the current plan, the government has too many paying projects, and we must pay attention to the sustainability of the pilot work, so that enterprises can rely more on the operation of the market-oriented model. Some places have proposed some good operating models, and it is recommended that each place communicate with each other and choose the appropriate operating mode according to the characteristics of each place. It is necessary to pay attention to the economic feasibility of the operation mode. Whether it can be profitable will greatly affect the enthusiasm of the enterprise.

In his concluding remarks, Director Xu expressed his affirmation of the work of the experts and expressed his gratitude to the science and technology departments of the 21 pilot cities in the country that elaborated the pilot work plan. Third, the Ministry of Science and Technology will strengthen coordination and cooperation with the Ministry of Finance, the Ministry of Industry and Information Technology, and the National Development and Reform Commission. However, due to the lack of corresponding evaluation standards, LED products have not been included in the government bidding catalogue for energy-efficient lighting products, so in the ten cities. Under the impetus of the work, through the formulation of normative standards, strive to include semiconductor lighting products in the government tender directory. Semiconductor lighting products can be tendered beforehand, and then financial subsidies, including subsidies related to enterprises and municipal projects. To increase investment in science and technology, all localities must maintain an open attitude, exchange and cooperate with each other, learn from each other's strengths, promote the research and development of core industrial technologies, and enhance the overall competitiveness of China's semiconductor lighting industry.
